SPP/APR

Overview

IDEA Section 616 requires states to develop and submit a State Performance Plan/Annual Performance Report (SPP/APR). An evaluation of each state’s efforts to implement IDEA requirements and goals as well as an outline of the state’s plans for improving that implementation, the SPP/APR includes indicators that measure both child and family outcomes and compliance with IDEA's requirements. OSEP uses data from the SPP/APR, monitoring visits, and other public information to assess each state annually, and assigns one of the following determinations:

  • Meets IDEA's requirements and goals
  • Needs assistance in implementing Part B or Part C of IDEA
  • Needs intervention in implementing Part B or Part C of IDEA
  • Requires substantial intervention in implementing Part B or Part C of IDEA

Targeted TA Services

  • Convenes conversations around the SPP/APR and the various indicators that are addressed within that document.

  • Creates space to focus on timely questions related to Indicators 4, 9 and 10, from the methodologies to monitoring activities to the correction of noncompliance.

  • Designed specifically to meet the needs of SSIP Coordinators who come together to share and solve problems in a productive exchange.

  • Establishes a peer network for 619 coordinators, data managers, and others within the state agency who work closely with 619 can come together to share ideas and build connections.

  • Offers state special education staff with various roles and responsibilities in the agency the chance to come together to discuss shared topics of interest.
