IDEA Section 616 requires states to develop and submit a State Performance Plan/Annual Performance Report (SPP/APR). An evaluation of each state’s efforts to implement IDEA requirements and goals as well as an outline of the state’s plans for improving that implementation, the SPP/APR includes indicators that measure both child and family outcomes and compliance with IDEA's requirements. OSEP uses data from the SPP/APR, monitoring visits, and other public information to assess each state annually, and assigns one of the following determinations:
