About the Tools
We designed these resources to help states improve the quality of their IDEA Section 618 data collection submissions. States can use these tools to identify potential format and validation errors and provide user-friendly summaries for data files at both the SEA and LEA level. States can detect possible business rule errors, as well as errors in category sets, subtotals, or totals before submitting the data to OSEP via EDPass.

States can use these tools as they prepare their data for submission via EDPass. Each of these tools also includes functionality that allows users to perform year-to-year comparisons of their state-level data to see whether there are significant differences they should review before submitting their data. Additionally, states can copy and paste their EDPass data files directly into the tools.
SEA Edit Check and File-Building Tools
The SEA Edit Check and File-Building Tools retain all previous edit check functions to ensure data quality and compliance, and now also allow users to generate .csv output files formatted for upload to EDPass.

IDEA Part B Dispute Resolution IDEA Part B MOE Reduction/CEIS/CCEISTo support states in preparing MOE/CEIS/CCEIS data, the optional Excel resources below mirror the format previously provided by PSC. They are meant to assist states with entering their data directly into the MOE/CEIS/CCEIS Edit Check and File-Building Tool.
MOE/CEIS/CCEIS Data Converter assists with converting last year’s EMAPS-permitted values to the new EDPass permitted values. MOE/CEIS/CCEIS Data Template assists states that are ready to collect their data using the new EDPass permitted values.IDEA 618 Metadata Edit Check Tool
States also can use this Excel tool as they prepare their Section 618 data for submission. States enter responses to the metadata questions in the tool for the current reporting period. Then, based on these responses and the related business rules identified in the EDFacts Business Rules Single Inventory (BRSI), the tool identifies relevant data quality considerations for the state’s Section 618 data submissions.
