Examining Representation and Identification: Over, Under, or Both?
Significant disproportionality with regard to identifying children as children with disabilities or as children with specific disabilities is, by definition, overrepresentation. This resource defines overrepresentation and three related terms: over-identification, under-identification, and underrepresentation.
