This role-alike presentation was a facilitated discussion by Part B Data Managers to explore strategies and solutions for meeting common challenges, such as working with LEAs to improve data quality, cross walking EDFacts data to SPP/APR indicators, and verifying that requirements for making data available to the public are fully met.

It can be challenging to bridge the huge shift from a focus on solely compliance-driven data to an emphasis on results-driven monitoring. Compliance data can be hard and fast; results-driven data can be harder to pin down. This topical burst provided an overview of compliance data, the interrelationship between compliance and results data, and existing processes that can help bridge the gap between accountability and program improvement.

The Part C State Performance Plan/Annual Performance Report 2016 Indicator Analyses presents a national picture of the implementation of IDEA based on a review of information 56 states and jurisdictions reported in their FFY 2014 APRs and amended SPPs that they subsubmitted to OSEP in spring of 2016.

The presentation focused on current national data on inclusive settings for children, ages three to five. Presenters drilled down to state examples of how state share data with local programs and how locals use that data for program improvement. Presenters discussed potential improvement strategies based on data available to state and local programs. Presentation objectives were to: provide an overview of inclusion and Educational Environments 618 and Indicator 6 data, share state and local reporting, and discuss use of data to improve inclusion.

The Part C State Performance Plan/Annual Performance Report 2017 Indicator Analyses presents a national picture of the implementation of Part C of IDEA based on a review of information 56 states and jurisdictions (55 for Indicator 11) reported in their FFY 2015 APRs and amended state-submitted 2017 SPPs/APRs. For the purposes of the report, the term “state” is used for both states and jurisdictions. The report, which covers Part C Indicators 1 through 11, can be downloaded in Word format.

In this session, Tennessee shared recent improvements the state made to its process for making annual local determinations as required under IDEA. The Tennessee process demonstrates how the state uses IDEA Section 618 and other data to measure an LEA’s performance toward meeting state targets of the SPP/APR for various indicators and how use of these results is ultimately part of the determination decisionmaking process. Tennessee included the results of these annual determinations in its annual submission of the MOE Reduction and CEIS data.
