    Building State Capacity About Key Measurement and Evaluation Issues

    The workshop focused on three IDC SSIP white papers: Implications of Growth Modeling for SSIP; Performance Indicators As a Tool for Measuring Progress Toward a SIMR; and Considerations for Making Changes to SIMR Baseline and Targets. During the workshop, participants were able to talk to and learn from participants from other states and provide input for the development of IDC white papers that address growth modeling, measuring progress toward a SIMR, and changing baseline and targets. The three white papers are currently in draft form and undergoing revisions based on input from the field. Published papers will be posted to the IDC Resource Library and affiliated as companion resources to the handout posted for this session.

    What We Learned From Phase I and What to Expect for Phase II

    The presentation shares information about what OSEP learned from SSIP Phase I and expectations for Phase II and includes a look at the OSEP process for review of Phase I and support for states. Helpful handouts are included.

    South Carolina SSIP Partners’ Inventory

    As a part of developing their SSIP Phase I, the South Carolina Department of Education chose to use the IDC Equity, Inclusion, and Opportunity: How to Address Success Gaps, Rubric to inform their work. SC state staff developed the SC SSIP Partners' Inventory by reformatting content in the Success Gaps rubric, breaking apart some of the more complex components of the rubric into more concise elements that could be rated more easily on a Likert-type rating scale.

    Data Sharing Agreement Checklist for IDEA Part C and Part B 619 Agencies and Programs

    This 2014 document is an adaptation of the 2012 release of Data Sharing Agreement Checklist intended for K-12 audiences. Presented as a checklist, the document summarizes the requirements for the written agreements under the audit or evaluation exception that is specified in FERPA and that also applies to the IDEA for Part C early intervention and Part B 619 preschool special education.

    Child Outcomes and Data Quality

    The presentation provides strategies for making predictions of the ways in which improvements in data quality will impact the summary statements and describes different ways to impact and measure changes in data quality over time. This can help states currently struggling to predict how improvements in data quality will impact the value of the summary statements describing child outcomes. Helpful handouts are included.

    Leveraging State and Local Partners to Build TA Infrastructure Capacity

    The presentation offers guidance on integrating implementation efforts across and within agencies, which promotes and supports efficient cross-sector work, resulting in less duplication of effort, a more sustainable system, and increased capability across the system. This information focuses on how states and local programs can use the SISEP Initiative Tool to achieve this integration. Helpful handouts are included.
