    How States Use IDEA's Fiscal Flexibilities: LEA Maintenance of Effort and Coordinated Early Intervening Services

    The presentation provided an overview of LEA MOE and CEIS requirements, including the four new data collection elements implemented by OSEP. Presenters also provided information about areas of IDEA fiscal flexibilities that are available to states and discussed the fact that not many LEAs take advantage of these flexibilities. The flexibilities relate to the MOE reduction, CEIS, and their possible correlation to the SSIP.

    Phase III Process Guide

    The SSIP Phase III Process Guide describes the requirements and a proposed process for developing a high-quality plan and is intended to support states in designing a high-quality process for completing Phase III of their SSIPs. The guide includes key considerations and resources to support states in implementing the SSIP and evaluating implementation progress and outcomes.

    Why Should We Care About 616 and 618 Compliance Data in the Era of RDA?

    Some have suggested that RDA and the shift from a focus on compliance to a focus on improving results for children with disabilities appears to have relegated compliance data to the back of the bus. Presenters from the U.S. Department of Education, OSEP highlighted the crucial role that section 616 and section 618 compliance data still play in RDA. Additionally, presenters shared ideas on how these data can be used not only for compliance but also to improve results for children and students with disabilities.

    Making the Connections Across Indicators

    Presenters revisited the connections (improvement strategies, data sets, program evaluation) across several of the IDEA Part B Indicators–the gist of RDA–with a particular focus on the indicators most closely related to secondary students.

    The Part B State Performance Plan/Annual Performance Report 2016 Indicator Analyses presents a national picture of the implementation of IDEA based on a review of information 60 states and jurisdictions reported in their FFY 2014 APRs and amended SPPs that they subsubmitted to OSEP in spring of 2016.

    Data Visualization Toolkit: Tools & Tips for Presenting Data Effectively

    The purpose of the toolkit is to help state Part C and Part B staff effectively create and use engaging data displays. For each data visualization topic, the toolkit presents a comprehensive set of resources and information, including design principles, data considerations, accessibility tips, general how-to’s, examples, and sample tools. DaSy and NCSI partnered to create the toolkit.

    State Policy and Local Implementation—Online Learning and SWDs

    Findings from IDC’s white paper and interviews of select states revealed that LEAs are responsible for determining LRE and implementation and monitoring of IEPs in online environments. Presentation of findings were followed by a panel discussion of states and LEAs to discuss key problems of practice and needs for resources that IDC can develop to support greater understanding of implications of online learning for SWDs and the relationship to high-quality data.
