The purpose of this document is to summarize the requirements for the written agreements under the studies exception and the auditor evaluation exception as specified in the FERPA.

This 2014 document is an adaptation of the 2012 release of Data Sharing Agreement Checklist intended for K-12 audiences. Presented as a checklist, the document summarizes the requirements for the written agreements under the audit or evaluation exception that is specified in FERPA and that also applies to the IDEA for Part C early intervention and Part B 619 preschool special education.

The webinar focused on a national overview of state’s Phase I SSIP based on the SSIP content analysis that TA providers completed in summer of 2015. DaSy, ECTA, IDC, and NCSI co-sponsored the webinar. Several early childhood colleagues shared the results of the SSIP content analysis.

The presentation provides strategies for making predictions of the ways in which improvements in data quality will impact the summary statements and describes different ways to impact and measure changes in data quality over time. This can help states currently struggling to predict how improvements in data quality will impact the value of the summary statements describing child outcomes. Helpful handouts are included.

The presentation outlined the collaborative partnerships between the Part B data manager and EDFacts coordinator in two states--West Virginia and Kansas. The discussion included a range of topics from collaborating on data collection and verification at the LEA level to SEA EDFacts submissions. The presentation included time for other Part B data managers to share strategies for successful submission of their 618 data through EDFacts.

IDEA allows, and sometimes requires, LEAs to use funds provided under Part B of IDEA for CEIS for students who are not receiving special education services. There are multiple data collection and reporting requirements associated with the use of these funds for CEIS. IDC staff review how a diverse subset of states and their LEAs are working to meet those requirements. Both aggregate and student-level reporting approaches are reviewed.

The presentation offers guidance on integrating implementation efforts across and within agencies, which promotes and supports efficient cross-sector work, resulting in less duplication of effort, a more sustainable system, and increased capability across the system. This information focuses on how states and local programs can use the SISEP Initiative Tool to achieve this integration. Helpful handouts are included.
